日本国の対韓十か条の要求の第４番目の要求は、虐殺・人権侵害・犯罪に対する謝罪です。

第二次世界大戦において起きた悲劇として、真に知られていない事件とは、朝鮮半島、並びに、日本国内において、これまで同じく“日本人”であった朝鮮人が、無防備な状態に置かれた婦女子を含む日本人を虐殺、暴行し、不動産の暴力的な侵奪などを行ったことです。日本国の駅前に在日韓国・朝鮮人経営のパチンコ店が多く見られるのも、犯罪の証拠に他なりません。韓国は、日本人に対する自国や自国民の加害行為については口をつぐんだままであり、これまで、謝罪や反省の言葉は一切ありませんでした。加えて、ベトナム戦争において、韓国軍は、女性や子供を含むベトナムの民間人を、想像を絶する残酷な方法で虐殺しています。日本国を含めた国際社会は、人権侵害という普遍的な罪を犯した韓国に対して反省を促すべきであり、謝罪と適切な措置を求めることは正義に適っています。
English: Apology and taking appropriate measures for victims of violation of human rights and crimes
It is true unconscionable violations of human rights that Koreans, who had been also “Japanese” under the single nationality in the period of the Annexation of Korea, massacred, deserted and violated not a few harmless Japanese including women and children mercilessly in both the Japanese islands and the Korean Peninsula after the World War II. Moreover, Koreans occupied so much lands and houses of Japanese people by force, taking advantage of extreme confusion soon after the war. Especially, in Japan, today’s views of surrounding areas of train stations, where Koreans have opened quasi-gambling pinball parlors, are evidences of their illegal occupations. Even now Korean criminals who reside in Japan are reported by the secondary names of Japanese to conceal a fact that considerable numbers of Koreans have committed crimes.
The government of South Korea, ignoring these criminal acts by Koreans completely, has never apologized Japan and the Japanese people officially and has never showed sign of regret by now. In addition to such violence to the Japanese, the Korean armies, participating in the Vietnam War, often committed inhuman massacres of Vietnamese villagers, for instance, Phong Nhị and Phong Nhất massacre, Bình An massacre, and Tây Vinh Massacre.
While trying to cover up their own crimes cowardly, South Korea insists arrogantly that Japan must be labelled as the crime state forever on charge of violations of universal human rights and human dignity. Does South Korea need not apologize victims nor to take appropriate measures for them? It would be fair to call on South Korea to reflect on their past conducts under the name of universal moral.
